Again appstoreconnect is down... What's going on? I have never seen a developer tool so unstable as this @AppStore

That being said, I don't expect this to last long. That change is direct violation of app store policy for both platforms. Even if he acts stubborn getting the app taken down is like cutting off access to so much.
